Dr. Raymond S. "Doc" Elmer was a dentist and dental surgeon who was active in his community of Bellows Falls, VT.  This included serving as athletic director of the Bellows Falls High School and organizing the school's first ski team.  He was one of the founders of the United States Eastern Amateur Ski Association and was elected as its president in 1928, a position he held for nearly twenty years.  He also served as a two-term president of the National Ski Association in 1930 and 1931.  Under his leadership much of the planning for the Olympic Winter Games of 1932 took place.  A highly respected national and international ski jumping judge he was known for his sense of fairness and sportsmanship.
