Aksel Holter was one of seven members of the Ishpeming Ski Club who met in Carl Tellefsen's office in 1904 to discuss organizing a national governing association for skiing.  When the National Ski Association was established in 1905 Holter became its first Secretary and held that position until 1919.  His tireless efforts during a strike by professional skiers in 1906 helped to save the still infant organization.  He served as the editor of the first editions of the American Ski Annual.

He moved to Ashland, WI in 1905 and was instrumental in setting up a ski manufacturing business there.  There he also founded the Ashland Hiking Girls Club for his daughter and her friends.  Throughout his life he remained active in skiing as an instructor and a judge.
